Job Description

Responsibilities:

Overall Administration and General Operations

  • Oversee daily operations and make sure procedures are in place and ensure all administrative systems and knowledge management tools support the embassy’s mission;
  • Contribute to the annual business plans and lead the execution of the administration work plan. Review and report on budgets, ensuring efficient spending and following regulations;
  • Handle all procurement following proper procedures and regulations. They manage the embassy’s assets, including acquisition, disposal and upkeep of property and equipment;
  • Oversee outsourced services like IT, security, and transportation. They also liaise with legal advisors when needed;
  • Manage the administration of branch embassy offices in other provinces;

Embassy Strategic Planning and Implementation:

  • Strategic Planning: Assist in the development of the embassy’s overall plan, making sure it aligns with Ireland’s goals, and providing relevant information and analysis;
  • Resource Management: ensures the embassy’s staff, administration, and operations are accurately reflected in the plan and have sufficient resources;
  • Risk Management: advise on identifying and mitigating risks, and tracking progress towards goals;
  • Collaboration and Knowledge Sharing: provide advice on general embassy operations, working with teams, overseeing the collection and sharing of information, best practices within the embassy;

 

Human Resources, Learning and Development, and Statutory Compliance

  • Oversee all aspects of staff recruitment, from job descriptions to interviews, and manages the arrival and setup process for new staff;
  • Contract Management, ensuring a smooth arrival, induction, and departure for diplomatic staff, including managing staff contracts and approving leave requests oversees;
  • Performance management, compliance, and well-being to ensure the smooth running of the Embassy

 

Management responsibilities, Communications and Teamwork

  • Advising on policy, strategy, and risk, managing staff, overseeing committees, and acting as a liaison between staff and external stakeholders, The including also being responsible for ensuring best practices and communication within the embassy.

 

Requirements:

  • University Degree in Business Management, Administration, HR, or related field;
  • At least 5 years’ relevant experience working with Federal government, non-Government or donor agencies or similar environment and ability to represent the company in administrative meetings;
  • Familiarity with the key principles and practice of effective aid delivery;
  • Extensive experience in the planning and implementation of HRM systems, performance management systems, payroll and related, as well as the ability to analyze, interpret and explain the legal framework regulating employment in Mozambique;
  • Proficiency in English (A written exam will apply);
  • Proven management experience and of effective supervision of a range of differently skilled staff to ensure their effective utilization and performance;
  • Interpersonal skills to form effective working relationships with people at all levels and the ability to handle a leadership role;
  • Proven leadership qualities, fully committed to team working, have the ability to work on one’s own initiative and to deadlines;
  • The successful candidate must have a legal entitlement to live and work in Mozambique prior to recruitment;
  • Computer skills on Microsoft Office, sufficient for the performance of above duties;
  • Knowledge of operational budgeting, budget monitoring, procurement processes and systems;
  • Good knowledge of operational and strategic planning processes, and reporting support and controls during implementation;
  • Proven ability to collate and distil large amounts of information, summarizing findings for management decisions and planning.
